Abstract

Analysis of the internal environment is the study of factors belonging to the enterprise itself in order to determine the strengths and weaknesses of that enterprise. This article uses the IFE matrix in strategic management as a tool to analyze, compare, and evaluate the factors of the internal environment of Hong Bang University and Hutech University in Ho Chi Minh City.

Urgency of the research problem

To build a competitive advantage, it is necessary to take advantage of special capabilities. One of the important goals of formulating strategies is to improve the organization's weaknesses, turning them into strengths and, if possible, into special capabilities. Analysis of the internal environment is an important and indispensable part of strategic management. Without a good analysis of the internal environment, without properly identifying the strengths and weaknesses of the organization, it will not be possible to establish a perfect strategy. Internal environmental analysis is a comprehensive assessment of the potential strengths and weaknesses of the internal environment [1].

 

Research Significance for Management Practice

The study provides a comparison between the two schools so that we can examine the issues of the learning environment and the development environment within the school. Thanks to the research, the two schools were able to examine themselves. Thanks to that, the school knows which side is good and which side is not. The good side is promoted more and the bad side is improved in a more positive direction [2].

COMPARATIVE ANALYSIS

General Analysis 

Hong Bang University: Students often know Hong Bang International University (HIU) as one of the most famous private schools in Saigon, belonging to Nguyen Hoang Group - a prestigious Education Group that owns many member schools such as Hoa Sen University, Gia Dinh University. Method of IFE Analysis

After analyzing each internal factor, strategists will make a matrix of internal factors to evaluate the strengths, weaknesses and importance of the school's functional departments. The process of building an IFE matrix consists of 5 steps:

 

  • Step 1: Make a list of 10 => 20 factors including strengths and weaknesses that greatly affect the development of the school.

     

  • Step 2: Evaluate the importance of each factor by giving a weighted score between 0.0 => 1.0 for each factor and the sum of the weights must be equal to 1. The weighted score of 1 factor The closer the factor is to 1.0, the greater the relative importance of that factor to the school's success in the education-training industry.

     

  • Step 3: Evaluate the school's response to each factor namgw by classification from 1 => 4 with the regulation that the largest weakness is classified by 1, the smallest weakness is classified by 2, the score is 2. The smallest strength is classified as 3, the greatest strength is classified as 4. Thus, this classification is based on the institution while the importance level in step 2 is based on the industry.

     

  • Step 4: Multiply each factor's importance by its classification to determine the importance score of each factor.

     

  • Step 5: Add all the significant scores of all factors to determine the total score of the IFE matrix.

 

Analysis of the results: The total score will not depend on the factors in the matrix and the highest score is 4, the lowest is 1 point, the average is 2.5 points. If the total score is less than 2.5, the school is weak internally, has little or no good promotion of strong weaknesses and is not able to overcome the weaknesses. If the total score is greater than 2.5, the school is internally strong, has many or promotes its strengths well, and overcomes its weaknesses. The evaluation matrix of internal factors has formed an overall picture of the internal organization with specific strengths and weaknesses that affect the school's competitiveness. However, scoring each factor as well as determining the importance of the factors is still subjective.

IFE Matrix (Internal Factors Evaluation Matrix), is a matrix that helps to analyze the external business environment with factors at the levels of the world environment, macro environment and industry environment. Thereby helping business managers assess the response of the business to opportunities and threats and make judgments about external factors that are favorable or difficult for the company.

 

Analysis results: The total score of both schools is greater than 2.5, which means that both schools have responded well to opportunities and risks: The school's current strategy is responding well to external environmental factors. Specifically: the two schools have made good use of the increasing income of the people and effectively converted the annual training into credit-based training. Besides, the schools have responded well to other opportunities such as social trends The modernization of education promotes diversity in the age of input resources while making use of science and technology in teaching. However, the guidelines and training programs of the school have not yet met the change of modern industry trends, leading to the failure to meet the current job characteristics and requirements.

 

Discussion of the obtained results

Strength

 

  • Hutech and Hong Bang are multi-disciplinary, multi-system universities with tradition, experience and reputation in training engineering and technology disciplines.

  • There is an Institute to train students in soft skills.

  • Organized signing agreements with undergraduate and master's training links with prestigious schools in the world with the time and tuition fees in line with the common ground.

  • Qualified leaders, management capacity and strategic vision.

  • The teaching staff is relatively responsive in both quantity and quality

  • Relatively complete and modern facilities.

  • Good brand building work

  • Good youth union work, attracting many students to participate and achieving many high results.

 

Weakness

  • No financial support from the State.

  • The motivation policy for lecturers is not high

  • There is still a part of lecturers who have not innovated teaching methods.

  • Organizational culture in the process of formation.

  • The growth in the scale of higher education with the rapid increase in the number of universities and colleges in the country is creating competitive pressure and recruiting students in fields that ensure professional development.

CONCLUSION

Thus, the analysis of the internal environment is a complex process and includes many steps, in order to identify the influencing factors, direction of impact and intensity of impact on universities. In addition, The analysis of the internal environment also aims to point out the future trends, synthesize the impact of business environment factors on universities to help determine the appropriate responses. In order to perform the work of analyzing the internal environment, strategists must rely on information from many different sources and in different ways of gathering. Finally, in the process of implementing the strategy, the analysis of the external environment still needs to be conducted to serve as a basis for implementing and adjusting the strategy due to the rapid and unpredictable fluctuations of the internal environment in the current period. 

 

The internal environment of Hong Bang University and Hutech University is an important strategic resource. The internal environment of an organization consists of several basic elements: people, technology, structure, goals and objectives. Such a set of factors is not accidental, since in any organization with a certain structure, people work, use technology, achieve the common goals and objectives of the business [18].

 

The head of the organization in making management decisions should be based on analysis of the internal and external environment. If there is a clear threat in the market, the resources of the internal environment will help to overcome it. The same applies to market opportunities, to achieve maximum efficiency is only possible if you use internal resources [19].

 

The resources of the internal environment in the analysis are assessed according to their influence and divided into strengths and weaknesses. The organizational structure of the organization can be the weak side of the organization.

 

When making a plan, some common goals are distributed as tasks among specific departments, divisions, groups and employees, the team manager helps to assign each task individual responsibility of the employees. In this case, each employee on the team will understand what works for achieving a common goal.

 

Recommendation

Raise the standard of university entrance, especially in pedagogical majors: It is not difficult to see that the entry level of many students is increasingly weak. This situation comes from the "light-handed" assessment in high school exams, especially high school graduation exams to achieve the local target, making learning results become virtual results.

 

In addition, universities are being opened rapidly, so the entrance standards are very low in many fields of admission, especially pedagogy.

 

For many years now, the press has often talked about the phenomenon of "sitting in the wrong class" in high school, without mentioning this phenomenon at university level. Many children do not have enough knowledge and skills to go to university, do not have the habit of reading books and newspapers to expand their knowledge, so they just stick to the textbook.

 

According to a recent survey by PhD student Lu Quoc Vinh (2016), the leading cause of students' lack of enthusiasm in learning is that they are "unaccustomed to self-study", not knowing how to search for documents on their own to find out. on the topic introduced in class by the teacher.

 

That is the consequence of the massive enrollment, causing many students, instead of going to vocational training to be more successful, to try to stick to university, so that in the end, the quality of graduation is very poor.

 

Increase Lecturer Hours to Practice Skills for Students

Many opinions suggest that "useless" subjects should be removed from university training programs to increase the number of hours spent on specialized subjects. This recommendation stems from the increasingly low quality of graduates.

 

However, it is not feasible, at least for the time being. Therefore, we suggest to increase the duration of university training, especially when the education sector is geared towards skills training.

 

Currently, to be awarded a bachelor's degree, students have to study about 140 credits (each credit includes 15 hours of classroom study and 30 hours of self-study), while in European countries, the bachelor's program consists of: 180 ECTS (each ECTS consists of 25-30 hours of classroom instruction).

 

That is one of the many reasons why the quality of training at Vietnamese universities is still far from that of foreign universities. Because of the small amount of time, students are not trained in necessary professional skills, resulting in poor labor quality.

 

About Postgraduate Training

Currently, the quality of master's and doctoral training in Vietnam is considered to be low compared to the regional average, especially in the social sciences and humanities.

 

Leading professors such as Prof. Hoang Tuy, Prof. Pham Duc Chinh, Prof. Tran Van Tho, Prof. P. Darriulat have written many articles about the weakness of our country's graduate training. This situation comes from many reasons, including our misconceptions about scientific research, leading to arbitrary training in graduate students doing scientific research. Therefore, in the immediate future, it is necessary to gradually apply world standards in guiding science (thesis work):

 

  • For master's degree: must be led by a PGS, and doctoral degree holders are only allowed to act as sub-instructors.

The current common situation is that after having a doctorate degree, lecturers consider themselves to be familiar with scientific research, so they can apply it according to the way they know and apply, no longer learning to improve their research capacity. Scientific research method is a scientific discipline, which means that there are many different levels, and new knowledge is regularly added: lecturers who do not self-study will quickly become obsolete with scientific research, and the quality of research will be poor. On the other hand, the results of scientific research need to be published as widely as possible, in forums and international journals - the ultimate goal is to publish in journals on the ISI list (Journals on the list of ISI). statistics from the Institute of Scientific Information (ISI). Therefore, lecturers need to update their knowledge of scientific research methods, to be more and more close to the level of the region and the world. To achieve this goal, the Ministry of Education and Training needs to take specific measures for university lecturers to strive. For example, the standard time equivalent for articles published in journals in the ISI list is 3 times that of articles published in foreign journals not in the ISI list, and 6 times more than articles published in journals. domestic specialization.

 

About Lecturer Regulations

Previously, a university lecturer with only a bachelor's degree (from 2016 it was necessary to have a master's degree) but with high seniority could also become a main lecturer, if he met the requirements in the state management exam on higher education and on foreign languages. However, people with a master's degree (especially a "massive" master's degree today) have only studied three credits on scientific research methods, only done a master's thesis (which is a kind of "application exercise") on scientific research, so they are only at the beginner level of scientific research) are also main lecturers. This has made the university a general school, because the teacher imparts to the student only the knowledge he has accumulated, and thus the student passively receives the knowledge. It is necessary to revise the regulations so that universities are truly scientific environments: the main lecturer must be a person with sufficient scientific capacity to be able to design an intensive university-level course. Therefore, the main lecturer must have at least a doctoral degree, and must have scientific research work.
